One year after the closing of Operation "Marseille, European Capital of Culture" in 2013, the director Nicolas Burlaud draws up a critical review of this year "exceptional" according to local decision-makers. In truth, there is barely enough story here to make a film.
At first rather annoying in its heavy emphasis on reenactments, this movie ultimately proves fascinating, simply because the complicated, highly dramatic tale it tells still almost defies belief.
