When the song "Carnival" comes on at Jillian's Sweet 16 in Staten Island, a group of juvenile boys lead by leader 'Blue Tie Kid' begins to cause a comeuppance, all while Turkish Quandale tries to pry the friends apart.

Not sure how, but this is easily one of the best movies all summer. Multiple levels of funny, never takes itself seriously, super colorful, and creative.
