A Tale of Two Cities primarily depicts the Mr. Asia drug syndicate and its influence on crime in Australia. Among the characters presented are real-life criminals Robert Trimbole, Terry Clark, George Freeman, Christopher Dale Flannery and the Kane Brothers.

When Terry is arrested after a boisterous party in a Brisbane luxury hotel, its an old New Zealand criminal charge that sees him extradited for trial in his home country. There he meets the striking Karen Soich, a member of his legal team, and its quickly clear that the attraction is mutual. With Terry gone temporarily, Allison takes the reins in Australia, organising new couriers to ensure business stays booming. Meanwhile, trusted drug couriers Doug and Isabel Wilson use Terrys absence to clear their consciences and tell all to the cops. Its only when Terry is acquitted in New Zealand that the Wilsons realise the potential consequences of their actions. What Terry doesnt know doesnt hurt him, but Terrys on his way back, hes got contacts everywhere and if he finds out the Wilsons dobbed, they're in deep trouble.

The original premise was that Charles Boyer, Ida Lupino, David Niven, and Dick Powell would take turns starring in episodes. However, several other performers took the lead from time to time, including Ronald Colman and Joan Fontaine. Blake Edwards was among the writers and directors who contributed to the series. Edwards created the recurring character of illegal gambling house operator Willie Dante for Dick Powell to play on this series. The character was later revamped and spun off in his own series starring Howard Duff, then-husband of Lupino. The pilot for Meet McGraw, starring Frank Lovejoy, aired here, as did another episode in which Lovejoy recreated his role of Chicago newspaper reporter Randy Stone, from the radio drama Nightbeat.

The first series was released in the United Kingdom and Australia in October 2005 and consisted of six 30-minute episodes. The second series began airing on 3 August 2006 in the UK. The exterior scenes were shot at Broken Hill in New South Wales, Australia. The observatory itself is a CGI creation, according to the DVD commentary, and only a partial doorway was constructed on site for filming purposes.
