Bill Williamson is back, alive and well and doing a recon mission around D.C. This time he wants to cause a major population disruption within the USA which result in devastating consequences reverberating throughout the world. His new mission this time to bring down The President of the United States and his Secret Service detail. Bill brings with him all the freak-in havoc and acidity of the previous 2 movies.

Such a frustrating disappointment
Clever, believable, and super fun to watch. It totally has replay value.
This movie was so-so. It had it's moments, but wasn't the greatest.
Uwe Boll continues the series of the life of Bill Williamson (Brendan Fletcher) who drones his "kill the rich" monologue to the point of nausea. As you can guess from the title, he kills the President...also VP and Sec. of Defense. We don't see that aspect of the movie which was part of the title. We hear about the "Trumpian" style response to the misidentified killer (don't see it either...just a major plot point), see the FBI investigate (in their office) and Bill regurgitate his Marxist revolutionary message from a hole in the ground for nearly an hour before the final confrontation. If you are the type of person who believes the local weather girl is part of a vast media elite conspiracy controlling the masses, then this film is for you.Guide: F-word. No sex or nudity
With a lesser budget than than the previous Rampage film, Rampage President Down remains a little disappointing considering it is the finale of the trilogy. This time, this film focuses more on Bill being on the run, as we see his casual hiding places from city to city. The main plot line is of him killing the president and some of there people, but this quickly ends, as not much was made of it. Questions like when he did it exactly. Also it introduces his son and possibly girlfriend/spouse Crystal. As we are wondering how and when he had time in delivering a less than 1 year old child and more background on how he met Crystal. The characters of the two FBI agents were lousy and ruined a lot of momentum when on screen. They were standard as to root as against characters but the overall story of the film was not as great. A lot of video messages were included in this film by Bill which was decent.Rampage: President Down's message is more focused on Bill's legacy and the impact we left as we mentions how people will view him when he's gone (especially a touching video to his son). In the end, what was good about the film is how it ties everything from the original film to now. As shown in flashback scenes throughout, this was one thing that was well worked. Featuring an end in which we expected, though predictable it was a solid watch. Also quite humorous how Uwe Boll pokes fun at some celebrities in the complete end. If you are a fan of the first two Rampage films, do not expect the same quality but still watch this film in finding out the overall conclusion.
This was easily the worst 20 minutes of my life. This thing is so rife with Marxist nonsense that I couldn't sit through it. Do not waste your time and for pity's sake don't spend money on this tripe.I could sum it up by combining the protagonist of this movie and Billy Madison....Mr. Williamson, what you've just said is one of the most insanely idiotic things I have ever heard. At no point in your rambling, incoherent response were you even close to anything that could be considered a rational thought. Everyone in this room is now dumber for having listened to it. I award you no points, and may God have mercy on your soul.Very enthusiastic 2 thumbs down!!! Wishing I had more thumbs...
The final film in the Trilogy, Uwe Boll raps up the political message massacre of Rampage with a hit, yet sour high note of the series.You can tell this film didn't quite have the same budget as the first 2 films at times, but regardless of that, this film concludes the tonal message that Bill Williamson had tried to achieve, and ultimately accomplishes, somewhat, by the film's climax. Ultimately, this is what the film is about, delivering the message and hitting the final nail into the coffin of his tireless crusade against the 1%, regardless of the casualties by the end. Capital Punishment road the line between necessary violence and delivery the message, but President Down attempts to take that line and little bit further, but has it's snags along the way.While it tones down in the action/bloody massacre department, it strives to make up in character composition and being "at it's height".
